This is a total guess, but I doubt the ones in 2001 moved as you turned the steering wheel. The current Xenon headlights move and track the road and self level at night. During the day they are fixed.

If your talking about the E38 models the answer is no, BUT you could have the pre facelift version which is different from 2000 on.
