The "Clown Nose" does not normally blink unless you install the alarm module. However this is actually a software setting in the car's computer and not controlled by the alarm module. If you ask nicely you may be able to get your dealer to reprogram your car to blink when you lock the doors.

the e90(06 and on 3 series) can not blink unless you have a alarm. the older 3 series(e46) can be set to blink w/o an alarm by programming vehicle at dealer.
It is not supposed to blink w/o the alarm.
BMW has used the blinking red light for years. The purpose is to deter thieves from stealing your car. The blinking red light tells the would-be thief that your car has an alarm system, so go find another car to steal.

The alarm system is not built into the light - it just controls the light. Your car has a light inside the red plastic cover. If you have a good contact in the service department at your dealership, you can ask them to activate the light for you.
