I think it's pretty simple. It wouldn't be a good strategic brand move. While Petronas has managed to become globally known and make a name for itself, Proton has not. Actually Proton isn't that popular among the Malaysian buyers either. So Proton is the brand which would probably benefit from the use of their cars in the Petronas ads, and not the other way round. (although you cannot advertise cars by giving as an argument the recommendation of a brand which sells fuels).
