Buddy, I hate to say it but, you've got head problems. Sounds like you either have a bad head gasket or a cracked head. The reason for the hard start is a cylinder is filling with coolant and it is trying to compress fluid instead of air. The white smoke is the coolant burning out of the cylinders and the white on the oil cap is coolant in the crankcase. I have seen this before in BMW's. Get this problem checked out and fixed now! If you let it go the coolant in the crankcase will eat up the bearings and you will loose the engine.

white stuff on the oil cap?? probobly just some minor corrosion, take a wire brush and get it off there. the reason its having problems starting is because its so cold and your stock battery and alternator are not made to pull enough current through the wire in these cold temperaturs. I would say... just dont worry about it, and dont every keep the key turned while trying to start the car for anymore than 5 seconds because if you do you will ruin your starter. unless you want to buy a heavy duty alternator and new battery just wait till it warms up.
the white smoke for 4 r 5 minits r normal,as condensation builds up when it is cold, and as far as the white build up in the oil cap, that is due to the same.it soulds like it has detergent oil in it,but this is nothing to worry about,,,the cold starting is tho,id run a can of injector cleaner in it.if that does no good,,then check fuel presure.then conpair it to ur book to see if it is up to snuff.it could also be a senser.how does it start after being started.if it dont drag then,,,then idd say the oil is to thick, what does it recamend for oil grade,as someone may have put heavy oil in it,and with the temps we have had recently,,,,10w40 would make it drag.so its poable that the oil is to heavy for it,most vecs now days spafie 5w30 in cold weather.its also posable that it has a cracked head r bad head gasket, but i delt that,,,as u said it stops after 3 r 4 minits.and if that was the case,,it wouldnt stop smokeing.i no from past exsperince that gas presure does that,,5 r 10 pounds difence makes a big difence.you could also get a load test done on ur batery at auto zone.
